Low Income Energy Assistance


The Low Income Energy Assistance Program (LIEAP) is a federally funded program that provides for a one-time vendor payment to help eligible households pay their heating bills.


Households are eligible to sign up for assistance from Jan. 1 – March 31 or until funds are exhausted.


Who must be included in the LIEAP Application?

Everyone who lives at the same residence, unless known to be a boarding house or separate apartment.

  • If it is a known boarding house or separate apartment there must be a written or lease agreement.

Special Note: Undocumented immigrants are not included in the number in the household but are counted in the reserve limit and prorated share of his income is counted in the budget.

Households have the option to include or exclude foster children in the LIEAP case. If the child is included, count income of the child and foster care payment. If the child is not included, exclude all income of the child including the foster care payment.


Households that meet the following criteria may be eligible:

· Have at least one U.S. citizen or non-citizen who meets the eligibility criteria.

· Meet an income test.

· Have reserves at or below $2,250.

· Be responsible for its heating costs.


How to apply:

  • Drop off your completed LIEAP application in-person to any Orange County Department of Social Services location

    • Hillsborough Commons Location: 113 Mayo Street Hillsborough, NC 27278

    • Southern Human Resources Location: 2501 Homestead Road Chapel Hill, NC 27516

  • Call Orange County Department of Social Services and apply for LIEAP over the telephone at (919) 245-2800

  • Complete a LIEAP application online www.epass.nc.gov
